This is often a tough balance between the Dev team and the Business. "How much" and "When" are critical to the business and elusive for the Dev team at the outset.

Honesty and collaboration is the best course of action.

Do your best at up-front estimation, make a stab at team size and velocity (I use hours, not story points), and give a general "season" as a probably date.
